The Costing Cell, DoCA looks after final vetting of profit earned / loss incurred on undertaking Price Stabilization Fund Scheme(PSF) operations by the Central Nodal Agencies (CNAs) namely National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED), National Cooperative Consumers’ Federation of India Ltd. (NCCF), Food Corporation of India (FCI), etc. |

The Costing Cell ascertains the :- (i). Costing of the pulses procured under Price support Scheme (PSS) and book transferred by the CNAs to National Buffer Stock maintained under PSF scheme implemented by DoCA; (ii). Determination of prices of milled / processed pulses from PSF national buffer stock under PSF proposed to be supplied to Army/CAPF; (iii). Methodology for the determination of procurement prices of pulses and onion under PSF by the CNAs, if procurement is to be done at other than MSP. |

Since 2022-23 onwards, new methodology of finalization of PSF accounts was introduced under which, individual PSF operation wise preparation, finalization and vetting of PSF operation has been discontinued. The PSF’s implementing agencies were instructed to prepare Annual Accounts of PSF Operations implemented during the year and submitted for vetting by the Costing Cell, DoCA. |

The Costing Cell, DoCA is manned by Officers from the Indian Cost Accounting Service (ICoAS). The sanctioned strength of Costing Cell is 4 Officers consisting of an Adviser, one Director/Joint Director and two Assistant/Deputy Directors. |
